Abeona CCS Storage B.V., part of the Petrogas Group, today announced the start of the public consultation for the Abeona project, one of the Netherlands’ key initiatives to develop large-scale CO₂ storage capacity in the North Sea.
With the publication of the Notice of Intent and Participation Proposal (Voornemen en voorstel voor participatie), a six-week consultation period has commenced, providing stakeholders, local communities and interested parties the opportunity to review and respond to the proposed development. The Abeona project is designed to create new CO₂ storage capacity to support the decarbonisation of the industry.
The project will repurpose existing offshore infrastructure for the permanent storage of CO₂, including the depleted Helm and Helder oil fields, located approximately 40 kilometres west of Den Helder.
Captured CO₂ will be transported via a repurposed pipeline that connects Amsterdam’s Amerikahaven to the North Sea, enabling efficient integration with industrial emitters. The fact that the pipeline is owned by and the depleted oil reservoirs have been operated for decades by the group, provides Abeona with extensive operational and subsurface knowledge of both the infrastructure and the intended storage reservoirs. This integrated position significantly reduces interface and development risks that are common in CCS projects and enables an efficient development of the full transport and storage value chain.
With an intended total storage capacity of at least 30 million tonnes of CO₂, and a potential expansion to 50 million tonnes, Abeona is expected to make a meaningful contribution to the Netherlands’ need for additional CO₂ storage and to support the country’s climate ambitions.

Enabling decarbonization while maintaining industrial competitiveness
The development of CO₂ transport and storage infrastructure is widely recognized as a critical component in achieving climate neutrality by 2050. By providing accessible and scalable storage, Abeona will support emissions reduction across hard-to-abate sectors.
The project is being developed as an open-access system, allowing multiple industrial parties to utilise the infrastructure, thereby maximising its impact and supporting a broader transition to a low-carbon economy. Subject to regulatory approvals, the project is expected to become operational by the end of 2030.

Participation process started
The publication of the Notice of Intent and Participation Proposal (VenP) marks the formal start of the participation process. The document is available via the website of the Netherlands Enterprise Agency (Rijksdienst voor Ondernemend Nederland, http://www.rvo.nl/abeona).
Stakeholders, local communities and interested parties are invited to review the proposal and submit their feedback during the six-week consultation period. Input received will be considered in the next phases of the project development. In parallel, Abeona has launched a dedicated project website and LinkedIn page to provide ongoing updates and accessible information on progress and next steps.
